The intervening period covering the completion of the Uruguay Round and the launch of the Doha Round was focused on an elongated intellectual dialogue and policy debates on the need to redress the imbalance in this regard. That there was a need to integrate various sub-groups of developing economies fully into the global trading system was emphasized by many trade analysts. Various such sub-groups have differing expectations from the global trading system, and extensive suggestions for a future development round with a development-oriented agenda centred on issues of concern for those developing economies were made.
They also have some successes to their credit. In the past they had succeeded in arousing enough public interest and pressure, and Setting and Overture 27 were successful during the Earth Summit in Rio de Janeiro in 1992 in pushing through an agreement on controlling greenhouse gases.
